No rooms available and disgusting

When I arrived to check in there were no rooms available. I had messaged the VRBO owner to let him know that I would not be arriving until 11:30 pm and he said it would be fine. When i arrived the hotel was out of rooms and it was incredibly dirty. I have tried contacting the VRBO owner and he has said he will look into it. I had to pay an extreme amount to stay at another hotel on graduation weekend.
