He will cancel and charge you in cash

When we completed the reservation he contacted us and said he had problems with the bank, and that we needed to cancel the reservation and pay him in cash. But with such short notice we couldn't, i asked him to cancel as we couldn't. We were checking in late, at about 3am, and where in La Paz, without knowing where to go. We had to accept and pay in cash, but he wouldn't discount the service fee, he even rounded up the price "because 1 dolar bills are not commercial in Bolivia." The apartment and the appliances are old and the cleaning products they use are smelly, plus the location doesn't really offer much to do in the neighborhood.
