Don't Even Try

Apparently, no short term property rental is allowed in NYC by city council mandate. In other words, nothing listed for any of the five boroughs is legally rentable. Please tell me why VRBO allows these listings? I didn't find out about this mandate until the day I was supposed to check in. Mind you, I had booked over a month in advance. Now, VRBO is playing hide-and-seek about a "Book with Confidence" compensation I was promised and emailed about. When I responded to the email VRBO sent me with documentation of the extra expenses I had to incur due to their last-minute cancellation, the response was "VRBO no longer monitors this email." When I contacted Help / Support, I was told, "Someone will contact you." Trust that I haven't heard from anyone.
